To Tell Or Not To Tell

I guess in life, there are times we should tell, but when we tell, it has to be at the right moment, place and time. Not telling for the sake of telling. Sometimes by telling, it will make the matter worst if the time is not suitable. I guess to master this, it has to come with age.
